CENTRAL RHYL COASTAL DEFENCE SCHEME
The Central Rhyl Coastal Defence
Scheme was created to protect the town
from increasing 昀氀ood risk. Valued at
£66 million, it spans two kilometres of
coastline and delivers resilient defences
designed for future climate condi琀椀ons.
The original promenade, built between 1900 and 1920,
could no longer provide dependable protec琀椀on. To
secure the town’s future, Balfour Bea琀琀y was appointed
as SCAPE Infrastructure Framework Contractor, with
Mo琀琀 MacDonald commissioned in 2021 to lead the
design, assessments and construc琀椀on support.
D Morgan was appointed as the Subcontractor to
deliver the major civil and coastal engineering works.
Key Project Details
BUILT DATE
The original promenade was constructed between
1900 and 1920.
Working in a 琀椀dal environment demanded precise
planning. High winds, a 琀椀dal range of 10.1 metres and
a limited working window between 4am and 11.30pm
shaped every shi昀琀. Understanding how 琀椀dal pa琀琀erns
a昀昀ected each part of the site allowed us to re昀椀ne
sequencing, reduce night opera琀椀ons and support
workforce wellbeing while maintaining produc琀椀vity.
STRUCTURAL CONDITION
As the largest project within the Welsh Government’s
Coastal Risk Management Programme, the scheme
safeguards homes, businesses and community assets
for genera琀椀ons to come. Construc琀椀on for this project
was completed in September 2025.
SUBCONTRACTOR
The defences had deteriorated and were increasingly
prone to overtopping during storms.
DESIGN LEAD
Mo琀琀 MacDonald appointed in February 2021
to deliver design and construc琀椀on support.
D Morgan was appointed to deliver all major
engineering works. The subcontract value was
£29 million, with work on site beginning in April
2023 and comple琀椀ng in September 2025.
